What Is SCO NRO and Why Does It Matter?

SCO NRO stands for Safe Control of Operations: Non-Routine Operations, and it forms Module 3 of the nationally recognised EUSR SCO training programme. This module is designed explicitly for managing gas works that fall outside the scope of standard, pre-approved procedures, commonly known as Non-Routine Operations.

You must already have completed Module 1 (SCO Core) and Module 2 (SCO Permit to Work) to be eligible for NRO training. These modules build the foundation for understanding your responsibilities under gas network safety procedures.

Who Should Take The NRO Operations Course?

The SCO NRO (Non-Routine Operations) course is essential for professionals who are directly responsible for managing gas works that fall outside of routine procedures. This includes individuals named as competent persons and authorising engineers, key roles in ensuring the safe and proper execution of high-risk gas activities.

You should take this course if you are involved in the planning, supervision, execution, or sign-off of gas works where routine operations cannot be applied. Your employing organisation’s responsible engineers must nominate you for this module, as it confirms you have the experience and operational background to take on the additional responsibility of managing NRO activities.

This training is particularly relevant for professionals working in:

  • Gas distribution companies operating across local or regional gas networks
  • Utility contractors carrying out installation, maintenance, or repair on gas pipelines
  • Engineering consultants supporting safe control processes and reviewing NRO documentation
  • Technically competent persons required to understand and implement gas safety systems
  • Authorising engineers responsible for final review and authorisation of non-routine tasks
  • Managers or supervisors overseeing complex works within the gas industry

The Core of the Initial NRO Training Programme

At Jason Rowley, we offer a wide range of professional training courses, and our SCO NRO course is designed to teach you how to identify, prepare and complete the correct non-routine operation documentation. You’ll learn how to understand the specific control measures that apply to NROs, identify relevant process roles and responsibilities, and interpret gas safety procedures based on the gas network you’re operating in.

We place a strong emphasis on real-world scenarios and process understanding. You’ll finish the course knowing how to safely execute NROs using your own gas safety procedures and the recognised SCO scheme.

How Is the SCO NRO Course Structured?

The full training programme is delivered over two consecutive days. On day one, you’ll cover theoretical content in a classroom environment. On day two, you’ll complete your assessment.

Courses are delivered in small groups of up to eight people to allow individual support throughout your training delivery. Our trainers ensure you’re fully prepared before entering the assessment.

What Will You Learn?

This training helps you:

Recognise when Non-Routine Operations must be used.

Complete and authorise the NRO form accurately.

Identify the appropriate skills and responsibilities for the personnel involved.

Understand your permit to work duties under the SCO PTW module.

Apply suitable reading and writing abilities during the assessment.

You’ll also gain confidence in communicating process roles and responsibilities to other named competent persons and authorising engineers.

NRO Form of Authority Explained

You’ll be trained in how to correctly complete the NRO form, which is the formal document used to manage non-routine gas works. This includes detailing the relevant process, identifying named competent persons, and ensuring the correct sign-off procedures are followed.

The NRO form must clearly outline the responsibilities for personnel involved, the hazard identification steps, and the safe control measures for the task.

Do You Meet the Prerequisites for SCO NRO Training?

To join this course, you’ll need:

These criteria ensure you’re entering the course with suitable knowledge and operational experience within the gas industry.

Where Does Training Take Place?

All courses are run from our dedicated training centre in Manchester, UK. For larger groups or company-specific sessions, we can deliver training across the UK at a location that suits your operational needs.

Initial training is classroom-based. Renewal modules may be available online, depending on suitability.

How Long Does Certification Last?

Once you’ve successfully completed the course and passed the assessment, your SCO NRO registration with EUSR will remain valid for five years.

To keep your qualification current, you must complete a renewal module before your certificate expires. The renewal course uses a slightly different assessment route to reflect your existing knowledge.
