Safe Control of Operations

This is a classroom-based course delivered at our venue in Manchester. It can also be delivered at a venue of your choosing subject to a minimum number. Please get in touch to discuss if this is your preferred option.

This SCO course consists of Modules 1,2 & 5. 

If you already hold a current SCO registration and would like to do a renewal course this can be done online via a virtual classroom with a trainer delivering the course. Please contact us to arrange a suitable date.

Duration – 1 Day

Prices – Includes EUSR registration and CSC affiliated card. A VAT receipt can be sent on request:

About SCO Core, PTW, and FOA Training

The SCO Core, PTW, and FOA course is part of the EUSR‑approved Safe Control of Operations (SCO) scheme. This training ensures that gas industry personnel working on the UK gas network understand and apply correct gas safety procedures, permit to work systems, and safe systems of work in line with regulatory expectations.

Designed to support both routine operations and higher‑risk scenarios, this course equips participants with the skills to safely manage gas network procedures, issue permits, and control site risks.

Who Should Take the SCO Core PTW FOA Course?

This course is essential for individuals involved in:

  • Operational or minor works on the gas distribution network
  • The issuing and control of Permits to Work, Forms of Authority, and Routine Operations
  • Meter installations, confined space entries, or hot work where formal authorisation is required


Whether you’re a Named Competent Person or an Authorising Engineer, this course ensures you’re trained to carry out work in a safe and proper manner, using your own gas safety procedures and the current SCO scheme structure.

Competence-Based and Role-Specific Training

While the SCO Core Module (Module 1) forms the foundation of the scheme, the course also includes training for SCO Permit to Work (PTW) and Form of Authority (FOA). Training content remains the same for both Authorising Engineers (AEs) and Competent Persons (CPs); however, assessment routes differ slightly depending on the role.

  • Authorising Engineers follow the authorising engineer’s route, with a unique assessment tailored to their responsibilities
  • Competent Persons complete a parallel assessment designed for field‑level execution and permit use


All assessments are delivered in a multiple-choice format, with each module assessed individually. Successful completion of all five modules is required to achieve full certification.

SCO Core Ptw & FoA Course Structure and Assessment Method

The SCO training follows a knowledge-based and competence-based structure, designed to meet the technical and regulatory expectations of the UK gas industry. The course covers:

  • Understanding gas network procedures
  • Issuing and managing Permits to Work
  • Applying risk-based management and control measures
  • Correct use of the Form of Authority (FOA)
  • Compliance with the SCO scheme’s current registrations


Assessment is structured to support differing learning styles and includes a mix of PowerPoint delivery, open‑style questions, and a formal answer booklet reviewed by EUSR‑approved tutors.

All content has been created in consultation with UK gas distribution companies, utility providers, and the Health and Safety Executive (HSE). The scheme provides a standardised approach to safety compliance, records management, and gas network registration, making it an essential programme for anyone involved in gas network operations.

  • The SCO procedures for deviations and emergency situations.
  • Identifying the requirements for records management, performance review and monitoring, audit, and review.
  • Identifying SCO competency requirements.
  • Identifying SCO EUSR registration requirements.

Module 2: SCO Permit to Work (PtW)

  • The purpose of a Permit to Work and when this type of control should be used.
  • Identifying the purpose and the requirements of a risk assessment. including those factors to be considered when undertaking a risk assessment.
  • Identifying analysing and applying the key information requirements of a PtW.
  • The relevant process, roles and responsibilities for personnel involved in the planning and execution of a PtW.
  • The relevant process, roles and responsibilities for personnel involved in the management of a PtW..

Module 5: Form of Authority (FoA)

  • The purpose of a Form of Authority and when this type of control should be used.
  • Identifying and analysing the key information requirements of an FoA.
  • The relevant process, roles and responsibilities for personnel involved in the preparation and management of an FoA.
  • Identifying specific FoA requirements for communication, handover, records management, attendance on site, conflict checking and dealing with deviations and emergencies.

Frequently Asked Questions

What is SCO?

The SCO scheme ensures that individuals working on the gas network are trained to do so safely by understanding gas network procedures and correct Permitry. The SCO scheme is the knowledge-based part of a Competent Person’s or Authorising Engineer’s route to network registration and is followed by the competence-based part of the overall requirement.

For individuals new to SCO or whose registration has expired the course must be completed in a classroom. For those that need to renew a current registration there is the option to do an online course.

SCO courses are delivered on request so please contact us to arrange a suitable date. We have a venue in Manchester but can provide the course at a venue of your choosing anywhere in the UK.

The cost of training includes EUSR registration, a virtual card, and a plastic smart card.

All candidates must possess a current SHEA Gas registration.

A combination of written and practical assessments within the classroom are carried out.

SCO registration lasts for five years from the date the course started.

  • SCO NRO 1.5 Days
  • SCO RO ½ Day

The SCO 23 is a mandatory requirement for Cadent Contractors and is a recent requirement, which is why you may not have heard about it. Without it you will not be able to get your STC (Safety Technician Competent).

The course consists of:

  • A short video
  • A presentation with some questions 
  • A declaration letter that needs to be signed by the candidate.

Anyone that has an existing SCO registration will need to complete this and if they are doing a new SCO course it will be included at the end.
