At Jason Rowley Ltd, we deliver SCO training courses designed to meet the highest standards of gas safety and compliance. Our Safe Control of Operations (SCO) programmes help gas personnel, named competent persons, and authorising engineers gain the knowledge and skills needed to operate safely under the SCO scheme.
Each training programme follows gas network procedures and ensures that individuals understand their responsibilities under the Safe Control of Operations framework. Whether you need an initial training programme, renewal training, or a specific SCO module, our courses ensure you maintain current SCO registrations and meet your employer’s duty of care.
The SCO scheme is essential for professionals working on the gas network, covering safe control of operations, permit to work (PTW) processes, and emergency situations. The SCO scheme consists of various SCO procedures that ensure safety across routine and non-routine operations.
Our SCO training courses include:
Individuals successfully completing these courses gain SCO registration under the EUSR registration category.
At Jason Rowley Ltd, we offer the full suite of SCO training modules, ensuring that individuals working in the gas industry gain the necessary technical competence to safely manage routine and non-routine operations. Our training covers all five SCO courses, providing a uniform approach to gas safety procedures.
The SCO Core module provides the foundation for all other SCO courses. It covers the Safe Control of Operations principles, gas network procedures, and risk-based management. Participants learn how to apply own gas safety procedures and understand the structure of the gas network.
This module covers the core permit-to-work system, including documentation, issuance, and cancellation of permits. It explains how to ensure correct permit-to-work and demonstrates how to manage permit-to-work PTW requirements safely. Find out more about our SCO PtW and FoA modules.
The non-routine operations (NRO) module focuses on higher-risk or emergency situations. It teaches participants how to assess hazards, apply risk-based management, and ensure the control of operations SCO under non-standard conditions.
This module addresses routine operations within gas distribution networks. It helps professionals apply consistent gas network procedures and maintain compliance in day-to-day tasks. This includes understanding how to manage 4 routine operations RO safely and effectively. Learn more about SCO RO training.
The Form of Authority (FoA) module focuses on the responsibilities of authorising engineers and responsible engineers. It ensures participants can verify competence, issue authorisations, and manage EUSR registration across their teams.
Each SCO training programme is delivered by industry experts, ensuring competent persons meet the appropriate level of knowledge and skills required for gas distribution companies.
You need SCO training if you work on gas distribution networks or carry out activities that involve gas safety systems.
This includes:
These roles require appropriate training courses that confirm competence and ensure compliance with the SCO scheme.
For individuals with current SCO registrations, we offer a renewal training programme to ensure ongoing compliance with the revised SCO procedures. This renewal programme helps participants stay up to date with industry standards.
We deliver both initial training programmes and renewal training programmes.
All training follows the Utility Skills Register (EUSR) framework and meets the assessment standards for gas distribution companies.
Each course includes both a knowledge-based part and a competence-based part, ensuring participants can apply their learning on-site. Successful completion leads to EUSR registration within the correct operations registration category.
You will receive certification confirming your competence under the SCO scheme and your eligibility for the network registration associated with your role.
We offer flexible training schedules and can arrange SCO courses at dates and venues that suit your organisation. Whether you need to renew your registration or complete the initial programme, our team will guide you through every stage of the process. SCO courses are arranged on request at mutually agreeable dates and venues, so get in touch to request an SCO course for your engineers.

The SCO scheme ensures that individuals working on the gas network are trained to do so safely by understanding gas network procedures and correct Permitry. The SCO scheme is the knowledge-based part of a Competent Person’s or Authorising Engineer’s route to network registration and is followed by the competence-based part of the overall requirement.
