Safe Control of Operations Renewals

If you already hold a current SCO registration and would like to do a renewal course, you can do this online via a virtual classroom with a trainer delivering the course. If the dates listed are not suitable then please contact us as we may be able to help. If preferred, we can deliver a classroom-based course at our venue in Manchester or any venue in the UK subject to minimum numbers

Prerequisites – Must hold a current SHEA Gas registration.

If current registration runs out before 28th October 2025 Must have the GL6 Update.

Must hold a current SCO Core or equivalent to be able to do any other Renewal module.

Must hold Current PtW or equivalent to be able to do NRO & RO renewal modules.

Overview

SCO renewal is for those individuals that have an existing and current SCO registration that are nearing expiry. It is available as a single module for those wishing to renew a single registration or as a combination of modules where an individual would like to renew all their registrations at the same time.

The following renewal modules have a Lite version as well as a Full version:

  • Module 4: Routine Operations
  • Module 5: Form of Authority

The Full version of these renewal modules contain all the knowledge required of a standalone module taken alongside the SCO Core module. The Lite version of these modules contains the key knowledge relevant to the permitry being covered but where the individual is taking/has already taken a related permitry module within the last 6 months and, to avoid duplication, does not need to repeat certain common elements.

There are no Lite versions of modules for Module 2: Permit to Work and Module 3: Non-Routine Operations. These modules represent a higher risk level in the SCO hierarchy and, therefore, should be completed in full.

SCO Assessments are multiple choice and structured so that there is an assessment per module. Individuals must successfully complete training and assessment for each of the modules that they have chosen to do to gain their EUSR registration.

The course content for each module is detailed below and has been developed in consultation with the Gas Industry to provide a uniform approach to health, safety, and environmental awareness training across the utilities sector, in line with Health and Safety Executive guidelines.

Module 1 SCO CoreApprox 3 Hrs:

  • The purpose, process, and key features of the revised SCO procedures.
  • Identifying the context and scope of SCO.
  • The types of safe systems within the risk hierarchy and risk-based approach to SCO.
  • Identifying the roles and responsibilities of specific individuals within SCO and the importance of communication.
  • The SCO procedures for deviations and emergency situations.
  • Identifying the requirements for records management, performance review and monitoring, audit, and review.
  • Identifying SCO competency requirements.
  • Identifying SCO EUSR registration requirements.

Module 2 SCO Permit to work (PtW)Approx 1.5 Hrs:

  • The purpose of a Permit to Work and when this type of control should be used.
  • Identifying the purpose and the requirements of a risk assessment. including those factors to be considered when undertaking a risk assessment.
  • Identifying analysing and applying the key information requirements of a PtW.
  • The relevant process, roles and responsibilities for personnel involved in the planning and execution of a PtW.
  • The relevant process, roles and responsibilities for personnel involved in the management of a PtW.

Module 3 Non – Rote Operation (NRO) – Approx 1.5 Hrs:

  • The purpose of Non-Routine Operation documentation and when this type of control should be used.
  • Identifying, analysing, and applying the key information requirements on an NRO.
  • The relevant process, roles and responsibilities for personnel involved in the planning and completion of the NRO form.
  • The relevant process, roles and responsibilities for personnel involved in the preparation and execution of the NRO.
  • The relevant process, roles and responsibilities for personnel involved in the management of NRO works.

Module 4 Routine Operation (RO)  Approx 1Hr:

  • The purpose of Routine Operation documentation and when this type of control should be used.
  • Identifying and analysing the key information requirements of an RO.
  • The relevant process, roles and responsibilities for personnel involved in the planning and completion of an RO form.
  • The relevant process, roles and responsibilities for personnel involved in the preparation and execution of the RO.
  • The relevant process, roles and responsibilities for personnel involved in the management of RO works.

Module 5 Form of Authority (FoA)  Approx 1Hr:

  • The purpose of a Form of Authority and when this type of control should be used.
  • Identifying and analysing the key information requirements of an FoA.
  • The relevant process, roles and responsibilities for personnel involved in the preparation and management of an FoA.
  • Identifying specific FoA requirements for communication, handover, records management, attendance on site, conflict checking and dealing with deviations and emergencies.

Frequently Asked Questions

What is SCO?

The SCO scheme ensures that individuals working on the gas network are trained to do so safely by understanding gas network procedures and correct Permitry. The SCO scheme is the knowledge-based part of a Competent Person’s or Authorising Engineer’s route to network registration and is followed by the competence-based part of the overall requirement.

For individuals new to SCO or whose registration has expired the course must be completed in a classroom. For those that need to renew a current registration there is the option to do an online course.

SCO courses are delivered on request so please contact us to arrange a suitable date. We have a venue in Manchester but can provide the course at a venue of your choosing anywhere in the UK.

The cost of training includes EUSR registration, a virtual card, and a plastic smart card.

All candidates must possess a current SHEA Gas registration.

A combination of written and practical assessments within the classroom are carried out.

SCO registration lasts for five years from the date the course started.

  • SCO NRO 1.5 Days
  • SCO RO ½ Day

The SCO 23 is a mandatory requirement for Cadent Contractors and is a recent requirement, which is why you may not have heard about it. Without it you will not be able to get your STC (Safety Technician Competent).

The course consists of:

  • A short video
  • A presentation with some questions 
  • A declaration letter that needs to be signed by the candidate.

Anyone that has an existing SCO registration will need to complete this and if they are doing a new SCO course it will be included at the end.
